Is the US government taking ownership stakes in rare earth companies?

Yes, in a few. The Department of Defense holds $400M of convertible preferred stock that converts into about 15% of MP Materials, Commerce signed a non-binding letter of intent for $50M of equity in Vulcan Elements, and the Department of War holds warrants in ReElement and made a $25M investment in it.

The MP Materials stake is closed. The Vulcan Elements equity and the ReElement warrants were announced in Nov 2025 with loans, and closing is not confirmed in the sources checked. USA Rare Earth's Jan 2026 letter of intent with Commerce described shares and warrants for the government; the Jun 2026 definitive agreements are milestone-based (USA Rare Earth 8-K). DFC's loan to Serra Verde in Brazil carries warrants for up to 12% of its holding company, dating from before USA Rare Earth bought it.

What is the NdPr price floor?

It is a $110/kg floor in the Department of War agreement with MP Materials: when MP's realized NdPr price for a quarter is lower, the Department pays the difference, and after the 10X plant reaches full production MP pays back 30% of any excess.
